Overview of Import and Export: Here’s what will change in some non-EU countries in 2021

As support for our consulting activity, here are some excerpts of news that will come into effect starting from 2021.

HAITI
A new program came into effect in September of this year with a grace period that will end on December 31, 2020. After that, each shipment must be accompanied by a Certificate of Conformity and a Valuation Report. Remote inspections and registration/license according to Route B/C will be possible.

REPUBBLICA CENTROAFRICANA
A new conformity verification program is expected to come into effect in the first half of 2021. Details confirming the launch by local authorities will follow.

ARABIA SAUDITA
The use of the SABER platform by Saudi importers for the Certification of Conformity to SASO Technical Regulations (TR) has been consolidated, and the procedures involving Italian exporters and us as an accredited certification body have been defined, becoming more streamlined.

For cosmetic and personal hygiene products, the need for product registration on the Saudi E-Cosma platform by importers and the conformity certification program to SFDA standards entrusted to us remain valid.

KENYA
Due to Covid, remote inspections have been authorized, and some inspection procedures on container control have been simplified, but depending on case-by-case criteria. Government fees apply.

COSTA D’AVORIO
This destination has also authorized remote inspections and the possibility of product registration for frequent shipments of homogeneous products. Government fees apply.

COSTA D’AVORIO RENOVO
Due to Covid, this program related to the pre-payment of an eco-tax on the importation of electrical, electronic, and tire products, both new and used, has been suspended. Government fees apply.

ALGERIA
The normal program aimed at issuing a CoC for customs clearance at destination and often required by Letters of Credit continues. For frequent exports, it is possible to apply Route B/Product registration valid for 12 months.

CAMERUN
To the customs codes regulated since the start of this program in 2016, the following products have been added to the conformity verification to ANOR standards:

  • Personal Eye Protection,
  • Protective Clothing,
  • Surgical Clothing and Drapes,
  • Medical Gloves,
  • Hand Sanitizer,
  • Medical Electrical Equipments,
  • Lungs Ventilators,
  • Lubricants,
  • Fresh Plants

Government fees apply.

NIGERIA
The Nigeria program has not undergone recent changes, so we always proceed with the issuance of a PC (Product Certificate – occasional, Route A – or annual, Route B). For importers with numerous shipments during the year, we are available to evaluate the transition to Route C, which involves an import license and is granted by SoN under certain conditions. Remote inspections are authorized. Government fees apply.

KUWAIT
A program that provides for conformity verification only for certain product categories. Recently, ceramic products/ceramic tiles have been added. Registration according to Route B, which for Kuwait consists of issuing the TER (Technical Evaluation Report), does not allow for selective inspection, so inspection of the goods is always necessary.

GABON
A program has been in operation since 2016 for a list of regulated products available on request. Government fees apply.

ETIOPIA
Two different programs have been in operation since 2013, one dedicated to Irrigation Pumps and accessories, the other to a list of regulated products. It is possible to issue Inspection Certificates if Importers still request a certificate on non-regulated goods.

BURUNDI
A program has been in operation since 2014 for a list of regulated products available on request. Government fees apply.

QATAR
A program has been in operation since 2014 for a list of regulated products available on request.

UGANDA
For this program, remote inspections have been authorized to overcome travel difficulties due to the Covid-19 pandemic.

ZANZIBAR
Operational program since 2016 for a list of regulated products available on request. Government tariffs apply.

GHANA RENOVO
Program related to new and used electrical, electronic, and pneumatic products. For new products, all operations are carried out through an electronic portal without the need for inspection and with the payment of an eco-tax. Government tariffs apply.

GUINEA CONAKRI – RENOVO
Program related to new and used electrical, electronic, and pneumatic products. For new products, all operations are carried out through an electronic portal without the need for inspection and with the payment of an eco-tax. Government tariffs apply.

ALTRE DESTINAZIONI – Inspection Certificates
Where not in contrast with government conformity verification programs and required by exporters for various reasons, including negotiating letters of credit or releasing an advance payment, random visual quality and quantity inspections can be carried out with the issuance of an Inspection Certificate.
